BAGUIO CITY—President Gloria Arroyo has appointed her anti-smuggling czar, Undersecretary Antonio Villar Jr., chairman of the Dangerous Drugs Board. Villar, head of the presidential anti-smuggling group, will hold the position in a concurrent capacity, Press Secretary Cerge Remonde said.
